I played something similar (with 3 units of warriors instead of 2 hordes) against a template-heavy empire list and I got nailed pretty hard. Going horde doesn’t help me much in this regard, but it sure adds some bodies to soak up the damage. Also a 6+ ward on a single unit of 40 is better than no ward on two units of 25…
General, BSB and magicians are relatively cheap, whilst the BC Lord helps kill big baddies and the hobgobbo helps keep the horde steady to tie up enemy units. I’ll probably place the metal sorcerer in the Blunderbussers.
5 banners, a BSB and one (easily killed) general for Blood and Glory.
Artillery templates can snipe big models (stegadons etc.) while earthshakers can deny enemy artillery groups thanks to the earthquake (such as artillery near a dwarf or empire engineer).

That Hobgoblin hero trying to be Stubborn seems like a bit of a waste. His unit will probably be stubborn simply due to size. And even still, Stubborn on a Hobgoblin’s leadership is still not so good. Give him a Potion of Strength and an extra hand weapon. Then let him go to town on rank and file!
I’d probably drop the Hobgoblin Hero all together.
Also, where are your characters going to be sitting? If they are in units, how are you ranking the units? (ie. you might be able to drop the units to 39 models, etc)
I usually find that blocks (even in 7th ed) reach the combat after having lost over 10 models each–especially against today’s template-heavy metagame. The extra models are padding used to suffer casualties before reaching combat.
The sorcerer lord will be going on the corner of one of the warrior units while the small metal sorcerer will be going in the BB or alone.
The hobgob hero brings stubborn because hobgoblins lose out on combats pretty much every time due to me not paying for armour on the troops. Since I run them 10 wide sometimes, I have fewer ranks than the other R&F they are willing to face off against (goblins, Empire, etc.) If I’m going to face off against extremely elite or resilient targets, then obviously I’ll put them 5 wide and go for steadfast.

What do you think of my character setup, other than the hobgoblin hero? Would you change anything with the units?
For blood and glory, I have played it with similar set up and yes you’re good.
The core : dwarfs : ok. I play them by 25 but at 3000 pts, maybe 40 are needed. OK.
Blunderbusses : Pretty disappointed by them : in V8, units go very fast, and blunders often fire only one time… But a symbol of CD…
Hobgoblins : first one unit ok
26 naked hobgobs : I have tried them, and I think it’s not enough. Play them by 30+ to be sure you get steadfast. They take easily 10 wounds against many units… Must have general nurse to be sure you’re steadfast… Deploiement is important. Mine are by 40.
Death rockets : convinced. Use the template for a hit on monsters, characters or chariots.
Bolt thrower : with multiplication of malus to hit, five are pretty much. I have played 4, then 3, and now only two…
Earthshakers : very good units (of course!).
Characters set up :
Good thing to use a hero for general. That’s the way I play it.
ok for the equipment. Mine is with armour2+ and Luck stone and great weapon, but I will try yours.
Level 4 : ok. Mine is with talisman of preservation. Better use here I think. Level 4 is needed against heavy magic list.
BSB : I think you’re not allowed to put great weapon on your BSB. I play him with Gazrackh armour too (and dracocide gem, unit 6+ ward save against war machine, and fearing weapon (not convinced by this item, must try another one).
Level 2 : ok. Try black Gemm. This item is still useful in V8.
Hobgob hero : not convinced. Too easy to kill him. I have tried 2 heroes with only heavy armour and great weapon to boost my hobgob units with no success. In the other hand, my 2 hobgob hero on wolf performed very well (enchanted shield for one, and dragon helm on the other). But not the same use. Still thinking hobgob unit must “take pain” with the general LD.
BC Lord : no place to safe him from template. Never tried in V8. So no idea.
