I’ve only used Mig pigments and like them quite a lot. I still have a lot to learn in applying them so can’t help much, but make sure you have something to “fix” them when they’re on the model. Rubbing alcohol works if you don’t have the real fixative.
To a point, yes. In the end its going to be dusty and easily rubbed off, I think, but the rubbing alcohol is to get the piles of pigment to cement together. Dab the powders into the cracks and places you need them, load up some fixative/alcohol and let capillary action pull it through the pigment.
I’m sure you’ve already done it, but I’d look around for some scale model tutorials on using pigments in different ways, because there’s a range of stuff you can do with them.

I have heard the that Mig pigments are excellent. I personally have not used them, but I have seen some really nice WW2 tanks (and the like) made to look fantastic using this product. One day I will try it myself.

Will do. My skaven army is shaping up nicely at the moment (about 25 slaves, 16 clanrats, 12 plague monks and plagueclaw catapult painted so far), so once I get these I will have a go then take some photos.
I happened to notice on one of the websites GRNDL gave a tip on painting on weathering by dipping a green pan scourer in a slightly darker coloured paint then dabbing it on. That would work well on a GW tank.
