Not sure if it’s what you’re looking for, but have you tried Gimp?

Irfanview is a basic and simple free program that you can do some photo-corrections on. I normally run my pictures through that.

Gimp is what came to my mind too.

I found Gimp to be very hard to use. irfanview does all the basics really well.
