I prefer my BSB be defensive so yes, shield is preferred.

The answer is…it depends. If I’m fielding him with a unit without Great Weapons, I give him a Great Weapon so someone in the unit has some killing power. If the unit has Great Weapons (or I’m fielding him in a unit of Ironsworn), I give him a handweapon and shield for the extra save. Generally I find the army BSB to be the crux of an army. He does so much with his reroll ability that I think he is far more valuable than the army General or an enemy wizard. Assuming other people see the value of a BSB the way I do, I generally like to keep him as defensive as possible.

The rule for a standard occupying a hand was thrown out an edition or two ago. Carrying a standard in no way affects the equipment a model can carry (except I believe Wood Elves because their book is THAT old but that’s no concern of ours).

Give him a banner. A bsb is a great opportunity for a conversion and something unique for your army.
There are many models in the GW range that carry banner and only have a handweapon - but still have a great weapon rule wise. The empire greatsword for example.
So just give him whichever weapon looks cool. You could ofcause put the banner on his back and leave both hands for a greatweapon.
I field him with mask of the furnace plus greatweapon. Reason: if he declines a challenge he can’t use the bsb re-rule.
And with only strengh four he’ll have a hard time ending most challenges quick enough.

I think the defensive/offensive debate is very interesting. The basic CD troops arn’t optimised to kill a lot of stuff in hand to hand (unless armed with great weapons). Giving your bsb a great weapon will counter that slightly. The bsb can also be challenged out so he may end up fighting a combat character optimised to take him out (OTS etc) Problem is when he does swing his great weapon in combat he looses his shield save so is more vulnerable.
I like this build atm: shield, mask of furnace, luckstone, ironcurse icon. He sits in a large unit of IG ranked 5x6 with the prophet who is armed with tal of pres. enchanted shield and magic carpet to exit the unit before combat is reached.

I give him the Black Hammer, Dragonhelm, Talisman of Endurance and a shield. Reasonably durable, hitty and cool; ticks all the boxes. I’m not relying on him staying alive too much in my regular list, but you can’t really make him super-tough anyway (not like a Dwarf bsb).
