Am I correct in thinking that in their own magic phase Dwarf armies still generate power dice, even though they don’t do anything in the magic phase? I am specifically thinking about when it comes to powering up my Black Coach.

They certainly do. There’s no reason as to why they wouldn’t. It happens because it is how strong the winds of magic are, not how much power the wizards in the army are creating. It also allows them to dispel remains-in-play spells in their magic phase, unless the rules regarding that have changed.

They are also free to use those power dice to dispel any remains in play spells bothering them with those dice.
