I’d simply use the rules of the lizardmen army. My idea for the aquatic lizardmen army went into this direction:
- Lord: a slann mage priest with the head converted into a Cthulhu-lookalike
- Hero: mermaid scorceress
- Standard: lizardmen converted into frogmen
- Elite: “Naga” kroxigors (love the models from Warcraft)
- Rare: a giant turtle with howdah, to be used as Stegadon
- crustaceans instead of cold ones
The theme offers plenty of conversion opportunities: small clamshells as shields or armour, bases with “water effects” / swamp style, tridents as weapons etc…

could you have a sponge with square trousers as a special character? They could resemble the fishmen from stingray - a steam tank dressed up as one of those fish-subs could be good. I always loved the way their mouths would flap when they were blasted. Also, the fish guy who lived on land was fun- with his disguise - he could be like an assassin?

Really nice stuff there! A shame indeed that GW does not take on Fishmen. The potential would be there, and many of the sculpts shown on that page could be made better.
