Why not give all Hobgoblins (except hero) a throwing knife (+ hand weapon) as standard? It would also include wolf riders and sneaky gits.
It would be very characterful I think, perhaps bumping up their base cost to 4 pts/model.
You could keep bows as an option, saying ‘Can replace throwing knives with bows for +2 pts/model’
Thoughts?
