IMHO we are slowly treading over the line where it gets too 40k:ish.
I could see it as some weird experiment on suicidal Hobbos. Basically a living rocket to combat the randomness of Deathrockets. A combination of a Doom diver and Death rocket sort of.

I had an idea of Hobgoblins flying missles counting as a Doom Diver or launching it from a bolt thrower like device and counting it as a Goblin Hewer.

That sounds like a very cool idea i take it you would be using them as wolf riders ? The 40K rockets would work well for this as i belive that there are even a few with goblins in them or hanging on, so the work is half done already
