If it’s a short title in number of words, then sure it’s safe. Not least because there exist several slightly different wordcounter programs, functions and sites, so a small handful of words above the limit is sometimes to be expected, because what showed up as the exact word limit for the writer might actually be one or four words above or below it when I check it with the wordcounter. If it’s a very long title/undertitle of many words, then it will be taken into account for the wordcount. No worries, I’ll check all entries at latest during deadline day, and should there be anything I’ll send a message to the entrant as fast as possible if anything needs to be adjusted.

Is that because of the american version of english is being forced upon the rest of us all? They drop letters from words all the time. Like the "u" that disappeared from colour and honour. I reckon its because they have trouble spelling.

I think there are some slightly different criteria various programs follows for counting words. I have some suspicions as to which ones, but the variation is so small it doesn’t matter.
