Hmm, not sure if I get what you want. Simulation of fog/mist should be a challenging problem. What about some gnarled trees, lots of spider webs and very thin wadding(?)/cotton. Something like the tattered cloth in this tut, only still thinner.
People use cotton wool for smoke trails and smoke generally. I presume they stick it on after painting the models and touch it up here and there as needed?
Use cotton wool and mix white or grey, very subtly, into all your colours. The colour change should help with the illusion of being in mist. Personally, I’d only do it on a display model - I think a whole unit might look kinda weird.

About a year ago I made a Exalted Hero that floated on a cloud of smoke. I used a very fine cotton and used spray adhesive to make it stand. Now something I noticed was that it made the cotton moldable and then almost hard. I think it could work to make a fog layer that lingers above the ground.
