It’s true that Sneaky Gitz aren’t actually defined as “Hobgoblins” anywhere in the rules. This is kind of one of those “Terminators have Terminator Armour” situations though. We all know they’re Hobgoblins, and that they therefore suffer from animosity and are ignored for the purposes of panic - ergo, they also benefit from the Banner of Slavery.
No, there’s nothing to back it up, but that’s how everyone plays it and I can say with 100% certainty that that was the intention of the rules when they were written.

I have to find my fifth edition book. I think in the fluff it was explained that the Sneaky Gits are a clan of Hobgoblins.

Yes, they are. There’s really no need to look that up - the issue is simply that, in the two page Ravening Hordes list, they forget to point that out.

As the banner listing says Orc, Goblin, and Hobgoblin units, and under animosity Sneaky Gits are listed seperately to Hobgoblins, and there is no reference to them being hobgoblins then the RAW (read as written) rule means they are not hobgoblins - the banner does not work on them and they cause panic on all units.
In the real world, no one will argue if you treat them as hobgoblins (as we all know they are). If they do argue, know a spanner at their head.
