I don’t think it’s fair to automatically conflate fan-made rules with unbalanced rules that annihilate everything on turn 1. Sure, a lot of stuff fans write falls into that category, but you have to remember that many people are very dumb. In the thread on Warseer that brought GalacticZ over here, some guy was talking about an Armies book he wrote that had a Level 4 Wizard as a Hero choice. He acknowledged that he now understood why this was a bad thing, but the fact that he would ever entertain such a notion shows that not everyone should be doing this kind of thing.
