No, this is sufficient. Definitely looks like a good starting point for a fun conversion.

To do that logically, considering the height difference to the ground on the back half, it would make sense for front 4 wheels to be fixed on a frame.
But the back 4 to be on a bogie to allow easier change of direction
I have the hull for this kit, I got it in a bag with a bunch of other random bitz, no balloon or crew but otherwise in mostly ok, it cost me AUD$60 but I don’t know how much $$$ it will take to post to you from from Australia. I would be happy to see someone make something from it because I probably never will get around to making it a new balloon.

The shipping cost would be the primary consideration. Maybe plug in a Canadian address and see for much shipping would be?
It would definitely cool to make one of these. I made a mini version of it already, Reddick was pretty fun. But this guy would be so much bigger.
