Sadly all manoeuvres count as movement, including redressing the ranks and reforming. In order to use _Volley Fire_, a unit has to remain truly stationary, so you need to have your opponent move (not charge!) within 12” range. It is technically [debated](https://discourse.chaos-dwarfs.com/t/tow-faq-errata-for-chaos-dwarfs/26488) whether conveyance spells count as movement, but I am very sure they do, as it would have massive implications for war machines etc.
