I don’t think Rangers and Miners not counting to the minimum % for Core works. I see what you’re trying to do by making them not “true Core”, but I think that concept is too tied to expendable and war beast units, so it seems inappropriate to me. The fashion right now seems to be just for making units like that Core, or unlockable as Core with a special character.
Everything else seems to make sense, although I’m not sure why Slayers would get Killing Blow. I don’t think it quite fits - Killing Blow represents models which are murderously efficient (like Executioners) or have some sort of evil enchanted weapon (like Wights). Slayers, I feel, should rely on their Strength bonus and sheer volume of Attacks to overwhelm their foes.

kind of like the steam tank but can hold a unit of troops as well as a cannon that would look great

I think Multiple Wounds vs Monsters/Monstrous Cav/Monstrous Infantry is more suited to Slayer characters than Killing Blow. The Slayer skills from SoC would need a serious beating with the nerf stick too, they were absurd enough in a list without heavy armoured elites and artillery.
Regarding Rangers as non-Core, why not just make em Core or Special? The whole non-Core thing is really suited to things like Chaos Hounds and Harpies imo, units that aren’t good/fancy enough to be Special but shouldn’t be allowed to count towards Core. Personally I really appreciate Rangers being a Core upgrade in the Dwarf list, wouldn’t take em as Special (not enough points left after Hammerers and war machines).
Miners, I agree should definitely get Tunnelling. They are just pants without an Anvil at the moment. I do think they should be allowed to charge on the turn they show up however. I would worry about Miner spam unless the minimum unit size was raised from the current 5 though. Might be better to keep em as Special. And yeah, Blasting Charges as thrown weapons :cheers
I reckon Hammerers should be 2 Attacks in the new book, with Gromril armour. And Ironbreakers should get Rune of Stone. At the moment, they just aren’t different enough to the ordinary bods.

Well, I hope GW updates the Dwarf book sometime soon as I am almost finished painting my BFSP models (I kept a set) and I want to play a game using the new O&G book, new rule book and a new Dwarf book too!

Changes for V#2
Cannot take more Rangers than Warriors, but otherwise unrestricted core.
Trollslayers lose Killing Blow, though characters still have it.
Miners moved back to Special.
Ancestor Cannon hits 2 models per rank (still 1 for Monstrous Infantry, Monstrous Beasts or Monstrous Cavalry). D6+2 hits against garrisoned units.
Flame Cannon and Organ gun lose Longbeards
New mount for Runelords.
Added the Longbeards to Bolt thrower.
