I went to the GW website and could only find the Blood Bowl Competition Rules.
Is this the correct and latest version?

I’m pretty sure it is. I remember downloading it last year from there. I think you also get a pdf copy if you buy Bloodbowl PC.

Yup, that’s the latest edition of the living rulebook.

those are the latest rules. but you may also be interested in the additional teams pdf. in there you can find the rules for the chaos pact, slann and underworld teams. these 3 teams have been endorsed by the blood bowl rules committee (BBRC) and the NAF (a worldwide tournament ranking system) but have not been permitted by gw to be put into the Rulebook until GW ca make some minis for them.
