I am leaning toward the second one because it has 11 models and would be better against rout tests. Too bad about no spawn but that will likely happen later. Condemned look spicy but seem to confusing.

Which is best?

This is a campaign game, right? If so you really need to max out your heroes, so a Condemned is very necessary. As well as your other heroes (don’t remember what they are at the moment). The marauder groups are good, but I’d probably max out on hounds at this point due to their built-in weapons and cheapness.

What I suggest you do, 'cuz it came up recently in one of my games when Belandysh appeared, is make a seperate notecard for your Condemned’s stats so that you can change them as you need to.
