I agree that the item is broken when you roll in between magic roll and dispel roll, potentially taking 0 from your phase and -3 from your opponents phase.
But the warriors BSB on the demonic mount is not any less broken imo. 1+ armor and 3+ ward with re roll 1’s, can only die on a 2 basically

Every army has some elements of "brokenness" to them it's all about who you are playing, what environment it is baying played in, and your desire to win at all costs.

In fact, there are many items which can be played just after rolling power dice and before rolling dispel attempt...
