As far as i remember, Azhag was the last living creature wearing the crown, and when he died, the crown was brought back to Altdorf treasure.
Its’ all a bit old so i may be wrong, but i don’t think Nagash, or the people resurrecting him, ever managed to get the crown back.
Like his hand cut a long time ago. This miniature has one bigger hand to show the replacement.

But did Nagash retrieved his crown ?I think you are right, but notice he doesn't have the Crown listed as a magic item, so it's likely the one the new mini is wearing is just a mundane crown made to replace the magic one that was lost.
