Ok so basically I wanna know if putting a Hobgoblin Khan on wolf gives him the fast cav rule like other Hobgoblin wolf riders or is he just a regular cavalry guy? The reason its an issue is I was gonna give him a wolf raider retinue but If I give em shields (which will look cool) they lose their fast cav special rule but if they will lose it by accompanying the khan anyway its not an issue.

There is only one way for him to get this rule : if the giant wolf HAS the fast cav rule in the book, the khan does have it when mounting on the wolf.
For example, the giant wolf gets the fast cav rule in the OnG army book. But no mention in the RH list, so that our hobgoblin hero on wolf doesn't have it. Dumb isn't it?:)
I don't have the Tamurkhan book yet, so I can't answer...

Well the regular Hobgoblin raiders have the fast cav rule but it isnt specifically tied to the wolf that I can see so I guess that means no fast cav for him.

Unless stated specifically as having it (E.G. The Steed of Slaanesh mount), they don;t have it. Ergo, he’s not Fast Cavalry, so you may as well take shields.

I’d be amazed if the lack of a fact cav rule, if there is one, isn’t an oversight. I’d certainly allow an opponent to use his as fast cav.

This was the case is Ravening Hordes too. It’s disappointing to not have fast cav on a Hero-level guy, but in the RH army list the Hobgoblin hero has the option to upgrade to Heavy armour (IIRC), so it’s maybe a fluff thing - too heavy and cumbersome to be fast cav… whether he takes the upgrade or not.

No, it’s just that a cavalry model used to get Fast Cavalry if it was in a unit with the rule. That changed in 8th Edition, so now the mount needs Fast Cavalry or it doesn’t work. RH just got left behind. I don’t know what the excuse is for Throne of Chaos if it doesn’t have it - probably just (another) oversight.
