You are reading the "abbreviation" incorrectly. You'll find in all other instances that monstrous infantry/cavalry/beasts refers to the monstrous cavalry and beasts types.
Consider that according to your interpretation: infantry, monstrous cavalry, monstrous beasts and war beasts count 1 mode each but monstrous infantry, cavalry, the non-existing "beasts" type count as 3 and monsters count as 5 models respectively. Can you see the error you are making?
