Not impossible. It’s probably something more science fiction abhuman than Chaos Dwarfs in space, but you may well be right. Also, them having cyborg legions is something one would expect of the fat little techno-freaks if transplanted to 40k.
Chaos Squats is a standing thing in 40k, though, so we’re already represented, but in a manner more reminiscent of 3rd edition Chaos Dwarfs than the Dark Lands empire from 4th edition onward (not surprising, given that 40k started off as Warhammer 3rd edition in space).

Plus Squats, both Chaos and non-Chaos, have spent a long time shoved into the background and forgotten about (I�?Tve even heard that for a time Black Library edited reprints of early novels to remove all mention of Squats and replace Squat characters with humans) and it�?Ts only recently they�?Tve started being acknowledged again, so it�?Ts plausible that the author of BoR�?Ts sole official mention was just having fun by throwing in something remanicent of Chaos Dwarfs as a nod and a wink.
