It would give you quite a few options that you don’t get in many lists.
It would actually use clanrats in place of hobgoblins (rather than the other way around). Not only would it make more sense to people playing you, but it would explain why you had rat ogres, gutter runners, giant rats etc as well.
Stormvermin = CD warriors
Plaguemonks could be CD monks
Gutter runnners = sneaky git equivalent.
giant rats… That would be interesting having a CD whipping them. 
Plus a whole load of war machines and things you can convert.
I don’t have my book to hand, but the warlord even has a giant rat thing to ride = taurus.
It would be a cool theme to an army, regardless of which list you actually use to play it.

No offense, but I think this is really pushin it… Chaos Warriors & Dwarfs is probably the only really viable alternative army book… I just think people will start calling cheese.
But honestly I haven’t even played a game yet so don’t take my word for it and don’t let me poop on or discourage your ideas

If you’re playing this just in friendly games you might be able to agree a points decrease on all the models you want to play as chaos dwarfs and make them M3.
It wouldn’t help you win a lot more games, but it would be more realistic. You could just say M4 if it was a bit fairer.
Maybe minus 1 pt per model for each inch of movement dropped?
On the downside it would mean you’d need to convert a load more.
