I don’t think many fan lists actually see much use, to be honest. People want something that’s gone through a more stringent process - and, whatever your feelings on GW and their rules, at least they’ve been read over by enough people and subject to enough scrutiny that they got bound and published and sold in a shop. It’s like regular books: most people will read virtually anything that’s been published (hence the success of total nonsense like The Da Vinci Code and all the other airport thrillers, romances and fantasies) but will turn their noses up at fiction in an online medium. There is a difference, of course - anything that’s been published will have gone through an editing process and have been endorsed by someone whose profession is to sell books, but even so there is a snobbery about it.
That said, I’ve seen very few fan-made Army Lists that didn’t have some pretty serious flaws. As much as people like to say that GW’s rules are terrible and they could do much better, I very rarely find it to be the case.
