Well Chaos Dwarfs do take human slaves and do have contact with the Marauder tribes in the Wastes, so why not keep them as Marauders and saying that they’re slaves (maybe make the champion a Hobbo armed with a whip to keep them in line) or that they’re mercenaries from the Wastes or tribesmen paying off a debt?

I’m a bit confused as to your plan; from the thread title I thought you wanted to just proxy (count-as) one model for another, but if I understand correctly you want to have humans on wolves, instead of hobgoblins on wolves.
I think the legs would need more than just shortening. The Marauder horsemen legs are in a fairly wide upside-down U-shape, to fit a horse. I’ve not seen the Fenrisian wolves in person, but I’d imagine their back/waist is quite a bit narrower than the Marauder’s horse - meaning the legs will stick out too far to the sides.
Goblin wolfrider legs should be fairly plentiful, but I think those would look too short stuck on a Marauder torso.
