it never was… it was to determine whether or not you fleed.

I believe some greater daemons have higher initiatives. Also, there are some wargear that gives the character an initiative of 10 for a certain duration..

I know the keeper of secrets has higher than I 8, some dark eldar stuff has I8 but what else has I8 or higher

Keeper I10

The Masque I7

Eldar Phoenix Lords I7

Yriel I7

Harlequins charging I7

Dark Eldar Archons I7 (and possibly some of the new Wych characters)

Brood Lords I7

So if you want to strike before these. Its not a large number of models but that’s why its only 4 points. If you don’t feel it is useful don’t buy it. But this wouldn’t be the first option of dubious value in a codex. It is thinking like that that slaughtered the Chaos codex.

Archons have access to combat drugs (and honestly who doesn’t give their Archon drugs and a shadowfield?) so most of the time he can achieve I8. Then again, DE are a pretty uncommon army. For just 4 points it’s probably worth including.
