So if you don’t mind a few not having a hat (unless you want to convert one on), the Darkoath marauders have some decent female heads.
There’s probably an alternative bits company doing specifically female dwarf heads somewhere?

Really depends on what bodies you want to put them on but my vote goes to the wargames Atlantic fodder II female kit, it’s got a bunch of bald female heads which are the perfect basis for whatever crazy hairstyle or big hat you want to sculpt on there, I have been thinking of getting hold of some of the Oathmark dwarf heavy sprues to bash up a few dwarf lasses
