Ah, easier to understand, when you know the question that triggered the answer. 
Also I was always sure that a mounted S-P would still grant the re-roll, as that passage mentions the 3" limitation again but not the “not mounted”-part.
But I can understand that this answer will make arguments against especially picky opponents easier. :hat off
