Depends on the resolution you choose - as everything else on you computer screen.
At 300 dpi (standard printing quality) it would be 2,490 x 3,510 pixels.

It doesn’t matter - you shouldn’t be using MSPaint for anything.

300dpi is standard for cards, and would be the minimum that commercial printers specify.
MTG cards are 2.5x3.5 inches, so 750x1050 pixels
MS Paint is perfect as a simple PNG editor, very easy to use. Not good for creating content or manipulating jpgs.

Online Photo editor - Pixlr.com image edit is the way to go if you aren’t savy with graphic programs and doesn’t have photoshop.

If it’s a custom MtG card you want to create, there are handy tools for that. I used one to make custom Lore of Hashut cards.
The one I used is called Magic Set Editor, I believe.

We were only going to use MS Paint for making a printing page of already finished custom Dwarf cards, but might use better programs if there are any as easy to learn and use as MS Paint.

Since my brother is the one doing 80% of the work on this little project, we're limited to MS Paint, because he don't want any more programs on his already loaded computer. x.x
