I think its a Flame of Fireborn. Or maybe a Conflagration of Fireborn?

Very ingeniously painted, you can literally see the flames flickering.

How did you make the base? Is it exclusively painted?

I found it really helpful. It took a little trial and error. The only thing I will add to what he says is a) really water down the final two layers of paint and b) put a VERY thin layer of PVA on the base as otherwise the Mordant Earth REALLY separates.
